Must have the "balls" to fire over 106 individuals, many of which are City residents, under the guise of saving money and then be able to convincingly hide the truth from the public.

Must be a team player and go along with all lies told by the City Commissioners and City Manager to create a feeling of dire financial need within the City, all while hiding the fact that upper management is making insane amounts of money.

Must have no conscience and be able to kiss a$$ to secure position and ensure promotions, raises, and benefits for all upper management staff, all without a probationary review or review being performed and properly documented in employee files.

Must be able to effectively convince top union members to screw over loyal, dedicated, and hardworking employees.  Can use any means necessary including but not limited to offering retirement options for those that have not reached the legal retirement age and pay out credits for time worked not actually earned.  

(Don’t worry about the logistics of the “means” the City Commission, via recommendation by the City Manager, will amend the City Charter to accomplish this.)

Also, Must be able to effectively communicate with the City Manager and request reclassifications or reallocations for self, the City Clerk, the Director of Planning & Growth Management and any other individuals/employees that will and/or did play intrical roles in the fleecing and then the robbing of the residents of Deerfield Beach.

Please note: The City of Deerfield Beach uses a stringent and thorough background screening process for all new hires to our upper management team.  So, all of the below will be verified via telephone by the hiring agent (Burgess Hanson, City Manager) and no documentation will be provided, so don’t worry about actually submitting any paperwork, even when asked by the City’s HR Generalist (an individual that will be your subordinate when you are handed the position).

The City of Deerfield Beach provides a comprehensive and undeserved salary and benefits package and will provide raises at your request. 

(We have it worked out so that the residents will pay a 10% Utility tax next year to pay for our Commission and Management Benefits and employments packages.)

Starting salary upon acceptance is $106,000 annually with increases at your discretion, secretly throughout the first year of employment.

(Let’s just say between me and you by July 2011, thanks to an internal equity review you, the City Clerk, and the others will be at or near $125,185.01, maxing out the 58 pay grade.  Don’t worry about the residents and their financial struggles, their opinions or questions, Joan Maurice aka “The Ganz Gremlin” will let them know that this pay rate increase while the City is imposing a 10% Utility tax on them is none of their business.)

A re-location expense reimbursement of $3,000.00 or less will be provided by the City.

You will begin your employment with the City with a bank of thirty (30) days accrued sick leave and you will begin earning vacation at the rate of twenty (20) days per year both to reflect your long-term tenure as a professional public service department head.

You will be eligible for retirement benefits through the City’s defined contribution plan (401k), which the City contributes 8% of your salary and you will contribute 4% of your salary for which you will be fully vested in 5 years.

Also, I apologize to all of those non-uniformed employees who got screwed by the negotiation tactics of IUPAT under Joe Metts, Wayne Adams and others (who the majority of which were allowed to retire this year, some at 44 and below.)

Hopefully, the non-uniformed employees will wise up and select better representation that can't be bought and bossed.

Chaz Stevens Continues to Spew B.S. for City of Deerfield Beach Officials in Futile Attempts to Discredit Citizens

Well, apparently I have made the City's radar again and they processed a request through Chaz Stevens to run afoul of any citizen trying to ensure that we have a transparent City government.  According to Chaz in a recent post entilted, "PedoCody" I am lying about submitting a public records request to the city questioning the pay raises.


So to Chaz and you City folks what is this??? (see below)

Good Morning,
I heard a rumor that upper management either received or will receive pay raises.  Can you please advise if this is true?
If it is true can you please provide a list of the individuals that received or will receive the pay raises and the amounts?

Oh, is that the right question?  


Citizens don't work for the City, so if we don't know the specific report title, file name or list, why does the City consistently hold us to the standard of knowing it.  Yes, that is right!  See the above question, which to any normal person would know what we are requesting, the City will probably want you to know the file name oreport name to fulfill this request.


I have an opinion on that and that is because they don't want us to have the information, even though the law compels them to be forthcoming with it.  It's ashame that the law has to compel our government to be responsive and accountable to the residents and citizens that they have sworn to protect.


 Anyway, just in case you don't believe this was sent I had also forwarded this to my Commissioner, Ben Preston.

*This public records request went directly to the man who authorized the pay raises, Burgess Hanson, and an elected official, District 2 City Commissioner Ben Preston, so for the City (Ada Graham, City Clerk) to say that "NO" request was submitted is ludicrous and I am not talking about the rapper.

So, somebody is continuously lying and obviously it's not me because a request was sent to two (not just one, but two) high ranking City officials regarding this matter and neither has responded and apparently the City Manager never forwarded the request or answedown to Ada,  since he himself seems to be unresponsive to residents request even though they continuously tell residents to contact them and that they always respond.  Well, I haven't gotten a response from either.  

So, basically when Chaz opens his mouth, just like the Commissioners, all that spews out is brain farts because it's always B.S and I for one am very tired of it.

So, with that I am including these emails with my complaint to the SAO and the Broward Inspector General so that someone can look into the City for the same mis-management that Chaz and the Mayor is saying occured at the DBHA.  Between the two, CODB and DBHA I don't know which situation is worse.  

I do know I receive all the information and more that I request from the DBHA.  The City, well not so much.

I have seen the blatant lying and spinning of information that the City has done and then has it's acolytes:

Sally Potter (if you hadn't read the latest Observer or heard her speak at Commission meetings) who I personally adore and even celebrate her being on the DBHA Commission, 

Joan Maurice aka Ganz Gremlin, well need I really say more-this woman thinks it's none of the residents business to question how the City spends our money (a sentiment she openly stated at the Sept 20, 2011 City Commission Meeting).  



Chaz Stevens aka "The Genius"- Well, if you read any of the 29 out of 214 post related to him on this blog then you already know his story, so there is not much more truth that can be put out there about him.  No matter how he spins the story, court records don't lie but obviously he and his pals at the City do.



There are many others out there and one of these days I will go to JB's during Happy Hour to see who they are, pictures WILL follow...

So, with all that said all that is left to say is:

The residents are not stupid and the residents are tired of being dicked around by Chaz Stevens, the City Commissioners, and the City Staff and so they in an uproar and walk out of City Commission Meetings, not because they don't understand or don't have the facts.  Just the opposite they have the facts and do truly understand and are fed up of being consistently lied to, cheated, blamed, lambasted, and then ignored by the very people we go to the polls to elect.  

We are outraged!!!  We are appalled at the behaviour of our Commissioners and that hatred has spilled over out into the general audience as they learn and become aware of "truths", not just rumor, conjecture, and spin, as it comes from the City and its people. 

If you pay close attention you will notice that it is only a reflection of the attitude and contention of our elected officials for everyone except themselves and the few acolytes, gremlins, cronies, and neophytes that march with them reaping the benefits of this gross mismanagement of our once fair City.

With each meeting a new person and a new group awakens to the truth so many of us have already seen and mention at the meetings.  I once "thanked" the City Manager and Commissioners for doing what they are doing because even early on I knew that people would see the hypocrisy and mis-dealings and revolt and many have and many more to come.  The City, well the residents are working together, unfortunately, we have been forced to work against the City Commissioners and City Staff, so that we the residents can take back control from these Oligarchs and bring democracy back to Deerfield Beach before they morally, financially, and physically bankrupt our once fair City.

BTW,  Chaz- John Grassi clue was never lost, he even used it to find the "Answer", which is to call for a full investigation into the City of Deerfield Beach City Management and City Clerks Office, he unfortunately left out Peggy and Crew, but for now that will bring some respite to the residents once the City Manager and Staff are held accountable to the residents that they continuously attempt to maneuver around and screw out of tax dollars.

Complaint(s) Filed By Concerned Citizens of the City of Deerfield Beach

Below is email correspondence between the City Attorney, Andrew Maurodis, and a concerned citizen regarding the withholding of public records by the City's Clerk office at the behest of the City Manager (This is purely speculation, so far).   An investigation is requested by the citizen to look into this matter, a suggestion that all citizens should support.  We as citizens should be able to expect full transparency from our elected officials and the people they have selected to run our city.


So I am appealing to every citizen in Deerfield Beach to contact your elected representative and ask them to begin an investigation into these allegations.  it would also be prudent to file a formal complaint with the Florida Ethics Commission by downloading and completing the form located here.  You can also find out more information by visiting the Florida Ethics Commission's website.

After last nights meeting I feel its time to proceed with a  formal complaint  against the city is in order.
The city through the City manager's office and the City Clerk's office, has obviously with held information pertaining to any changes in salaries  with management.
I like many have requested this information as you Andrew well know. I clearly indicated this to you in recent emails.
I feel that the head of the Clerks office along with the City Manager has broken general guidelines set in State, City and County statutes, and should be removed from their jobs during this investigation.
They have purposely with held this information from the public, taking away again our right of questioning any numbers line by line on the budget. They knowingly and intentionally withheld this information from the citizens of Deerfield Beach.
I would like you to take the necessary steps  as you explained to me in an earlier email of how the process works.
I have CC, my commissioner as well as others that represent us to let them also be aware of what is going on. I am also CC Pam Bondie, the State Attorneys office about this.
As a resident of Deerfield Beach all of you know its not only my right but it is also my responsibility to question those that run our city.
I would like you Andrew to review my complaint and follow the process you stated in an earlier email. I look for your early reply on this.

Broward County has established the Office of Inspector General under John Scott to look into allegations of government corruption and mis-dealings.  They have a corruption hotline, which individuals can contact at  954-357-TIPS (8477) to report incidents of gross mismanagement and/or misconduct.


Official complaints can be filed, as well, and must be signed. Get the form online, plus more information about the new office, at browardig.org.


I suggest to the numerous individuals who I know submitted public records request for this very same information, such as the gentlemen above did, to submit an email or make a phone call to the Inspector General detailing this incident.  This will send a clear and concise message to our City that we want and deserve a city government that is crystal clear and transparent.  We are tired of the corruption here in Deerfield Beach!  


We've had the smoke and we can sense the fire, so we want transparency.

City of Deerfield Beach Commission Meeting: Hope You Wore Your Boots and Brought a Shovel


At tonight’s City of Deerfield‘s Commission meeting I hope everyone brought their boots and shovels because the Commissioners filled the room will their usual “B.S.”  It was so thick that many of us had to wade out of the room to avoid suffocating from the obnoxious fumes emanating from the DIAS.

Basically, the Commissioners told the citizens, including the 6,200 who signed the rescind the Utility Tax petitions to STFU and Sit Down.  Then out of the other side of their mouths the citizens were asked to participate and join City boards and help the communities. 

Does this even mash up?

How can you tell people by your actions that their opinions don’t matter, their daily financial struggles don’t matter, their voices don’t matter.  Then with a straight face (albeit an inebriated  red face) admonish citizens for speaking out and then tell everyone you want them to participate with the City. 


What is wrong with this City Commission and City Staff?  They continuosly shut the public out of  every major decision, even asking amongst themselves that it be a management decision and then tell us the residents that we are the ones being divisive.  It is "us" who is creating the division amongst ourselves.  Then 2 seconds later Bill tells us how District 4 has being carrying the load of the city and it isn't fair because District 3  has more units.  Well, isn't that a divisive statement meant to enrage the residents in D4 against the residents of D3?  Did anyone stop to ask Good Ol' Bill could it possibly be that D3 has a higher concentration of apartment units, which could attribute for that 5,000 more units he keeps spouting about?  


Well, in the City of Deerfield Beach this happens every 1st and 3rd Tuesday of each month at the City Commission Meetings.  Tonight was no different, the Commissioners did just that.  They even had their usual cheerleader (A woman who I refuse to mention her name, but I will call her the Ganz Gremlin, but we all know who she is) got up and told the audience that we elected these people and it is none of our business to question their decisions or even inquire about the salaries that they are handing out.  I don’t know what third world country she was imported from, but this is America and the citizens do have a little thing called the Constitution.  I am not sure if the Ganz Gremlin has made herself fully aware of it, but she did make reference to certain rights, but quickly told us to shove our rights up our collective “arses” because we disagreed with or inquired about City dealings.

A theme which Peggy Noland, Bill Ganz, and even Ben Preston continued with their sentiments about the Budget hearing and the opinions expressed by the 6200 petition signers, and the individuals who spoke up during the public hearing.  Ben Preston even indicated that the most important resource of the City is its residents.  He then went further to state that we hired the Commissioners and staff to do what is in the best interest of the majority of the people and that we may not always agree, but we should trust that they are acting on our behalf.  Well, when the majority of the voters and people come to you and say don’t do something and you do it anyway, well that is how do you say in English, Arrogant.  He even went further to indicate that it is almost like when a parent tells a child “no”.  The difference is parents are paying the bills (like the ones that in October will include the City's 10% Utility tax) with their own money and the Commissioners and staff are playing with ours (I should say "paying" because they are paying themselves hefty salaries with seemingly semi-monthly raises).  In his scenario, if it were true then the City of Deerfield Beach must have taken parenting courses from Casey Anthony because it is killing it’s residents, non-uniformed employees and small businesses and getting away with it.

The Commissioners stated almost in unison that they have cut everything and are acting fiscally responsible.    Bill Ganz even stated that the City Manager has cut to the “bone”, well to get to the bone you have to trim the fat and how could any Commissioner or Staff state that they have trimmed the fat when they just, to take a phrase from Bill, "handed out pay raises like candy", albeit slyly by reclassifying pay grades, but raises none the same. 

The City is even stating that this is to share the burden and must be a shared sacrifice, but where is their sacrifice.  It would seem that the only City Employees that are making a sacrifice are the non-uniformed employees and the retirees.  With Department Heads and Supervisor receieving pay upgrades/raises then how are they contributing to the sacrifice.  How is having an office redecorated for about $10,000.00 sharing in the sacrifice.  The City will have us all believe that these things didn’t happen, as they never address them.  We have several people that have put in prr for this information and none have been fulfilled as of yet. 

We citizens of Deerfield Beach should be pissed, miffed, perturbed, and upset at how they are playing with us.  They place all the blame on citizens and past commissions, but these pay raises during a time when the City is crying broke is unconscionable.  How do you look at people in their faces and blatantly lie.  I guess this is where a theater degree from FSU comes in handy.

I am not even going to touch on the subject of Bill Ganz stating that prior to 9/11 this year, someone ran into a newspaper building with a mask on “frightening” helpless defenseless woman, all in attempt to poke fun or take a shot at him.  Now my question is why this event not in any newspaper that I read was and is there a police report?  I have a hard time believing the Grand Ol Actor Ganz, whose long winded soliloquys  would send the dead into a coma, when he boast about scenarios that he has witnessed or have heard about.

When will the residents of Deerfield Beach begin to realize that something shady is going on here in our fair City?  Peggy Noland did one good thing tonight by asking for people to help the City and to get involved.  The only thing is the City has done so much damage and has alienated so many people that I don’t even know if we can move pass this without a major shakeup.    The City Commission and it's staff keep mixing the numbers and then having their City Manager dictate to his staff to not provide the actual reports to the public until he gives the OK, is unconscionable.  Where is the transparency in government that I guess the Commissioners and the Ganz Gremlin don't want the public to have, even though it is one of ourights afforded to us by Florida's Sunshine Law, which the City of Deerfield Beach so conveniently has learned how to circumvent.  Heck, one person tonight even mentioned that he couldn’t wait until a new mayor and set of commissioners were elected so Burgess Hanson could be fired and take all of his cronies with him.  I too, can’t wait for this very near future and will do everything in my power to contribute to the City and make this a reality.  I call upon all the laid-off employees and all of the employees who have been harassed and victimized by this administration into silence to come together  and speak out against the tyranny and incompetence that we as citizens of Deerfield Beach  and the employees have been victim to for far to long.  So in the drunken and slurred words of Peggy Noland, get involved, get informed, and don't let them get away with this any longer.

The rights of a City should never supersede the rights of its Citizens.


City of Deerfield Beach's Second Attempt to Disenfranchise Utility Tax Petition Signers and Citizens


Below is a copy of the letter sent from the City of Deerfield Beach City Clerk, Ada Graham (*on behalf of the City Manager and Commissioners) to Brenda Snipes, Supervisor of Elections, in regard to the verification process of 6,200 signatures collected from Deerfield Beach residents who believe that the citizens should have a say in how we are taxed and not just allow the City Manager and the City Commissioners to totally cut the residents out of the process as they have done, so far.  

My only questions, is this red, white, and blue democracy in Deerfield Beach?  

Deerfield Beach where the  legal rights of the "City" have continuously superseded the democratic and constitutional rights of the electorate and citizens.

How much longer will "WE" allow this to continue?  It is obvious that our elected officials are party to this disenfranchisement of ourights as citizens and residents.  They are actually applauding the Burgess Hanson, City Manager, and Andrew Maurodis, CIty Attorney, for finding new and inventive ways to screw the citizens and residents out of ourights as US citizens.  

My only wish is that they could be this creative with finding new, inventive, and innovative ways to create new revenue streams that don't balance the budget(s) on the backs of the non-uniformed employees and now the residents and communities of Deerfield Beach.

Heck, look below at the creativity and innovation that the City Clerk uses to discredit and disenfranchise your voices and opinions that you asserted when you choose to sign the petition to have your voice heard.  

How much longer will "YOU" allow yourselves to be muzzled?

RE:  Initiative Petitions to Rescind Unfair Taxes
Dear Dr. Snipes:  
This office is in receipt of petitions to rescind unfair taxes in the City of Deerfield Beach.  Under cover of this correspondence, I am forwarding to you all 6200 petitions and request that your office verifies the signatures within 45 days, according to Section 7.06 of the City’s Charter.

Accordingly, in adhering to Sections 7.05 and 7.06 of the City’s Charter, I have identified the following to determine if the petitions are sufficient as to form, content, and circulator affidavits. I have made the following initial conclusions. Exhibit A contains petitions that are contrary to Section 7.05 (2) Form and content, as some petitions are identified with no precinct number. Exhibit B contains petitions that are contrary to Section 7.05 (3) Affidavit of circulator, as some petitions do not have the number of signatures set forth in the affidavit. Exhibit C contains petitions contrary to Section 7.04, as the circulator name does not appear on the list of qualified voters who formed the original committee, responsible for circulating the petition and filing it in proper form and content.  My office will continue its review to determine if any other issues arise, but it is my desire to get these to you at the earliest time so that you can begin your portion of the work that will assist in the final determination of sufficiency.  I will coordinate with you if other issues are identified.
Additionally, as the Charter requires the voting precinct number to appear on the petitions, I request your assisting in verifying this information as you verify the voters signature.  For your convenience, I am attaching the relevant portions of the Charter.
Upon verification, please notify me of your findings so I can take the appropriate actions(s) to proceed to the next step as outlined in Section 7.06 of the City’s Charter. I have also enclosed check no. 531 in the amount of $620.00 to cover verification of signatures.

If you have had enough, like I have please attend tonight's City Commission Meeting at 6:55pm at City Hall and let the Commissioners and City Manager know that you are fed up and want a voice on rather you are taxed.


*It is rumored that Ada Graham Johnson, City Clerk and Mike Milanowski, City Human resources Director, were both beneficiaries of the City's recent re-classification of pay grades and therefore received raises. However, as many people have submitted public records request to Ada graham Johnson to verify this information, we cannot confirm it as yet because none of these request have been fulfilled.  I know mine was submitted almost three weeks ago....FISHY, EH??????
