A Call to all Citizens in Deerfield Beach to Demand Accountability from City Hall to the Halls of Congress


I, along with local elected officials, news media, etc..., received the below letter from an anonymous "concerned citizen" asking for help from the City, local/state/Federal elected officials, investigative teams, investigative news journalist, reporters, and anyone else who could come shed some light and bring accountability to the City of Deerfield Beach.

As a concerned citizen I would like to know why HUD is allowing the City of Deerfield Beach to sit on and/or  redirect desperately needed CDBG funding from the low income areas of Deerfield Beach (specifically District 2).  For years there have been people on waiting list for their homes to be repaired and to receive homebuyer assistance but the program has been shut down.  The City had no problem firing over 100 employees claiming budget cuts some of whom are residents of the City; these same people have mortgages and rent to pay but the City Manager and City Commission are busy trying to find ways to take more money (CDBG funds) away from them to fix parks and roads that do not benefit the target areas where the low income residents live.  They are also paying salary for employees to run the CDBG programs but who are doing nothing because no one is receiving assistance. 
The City is also wasting NSP money by sitting on about 7 - 9 homes they bought with NSP funds but have not sold any; they are paying insurance, property tax and money to keep up the yard.  How many thousands of dollars is that can be used to help someone in the community?  They have refused to sell the houses to low income residents even though that is what they told HUD that is what they will do telling people they cannot afford to buy the houses.  The City should not be trying to make profit off of these houses.   Look at the Pompano, Palm Beach or other neighboring City’s NSP houses they have good sustainable material that would last a long time.  Why don’t the people who are in charge of the money in Deerfield Beach want to give the same to the Deerfield Beach residents?  Is it because the houses are mostly in District 2 the predominantly black, low income area?  They don’t debate and discuss for hours on end when they are spending millions of dollars over in The Cove; they willingly spend our money (tax payers) on the people over there.  They push to get money going over to East and West Deerfield but the mid- section of the city zip codes 33441, 33442, 33064 they prefer to shut down the programs almost 2 years now than to help the most needy of the community. 
There needs to be a complete over haul of the City of Deerfield Beach and how they are using HUD/taxpayers money.  People are running programs they cannot explain to anyone who asks, I sit in Commission hearings and listen to them fumble over questions relating to the various CDBG programs.  They are not as “familiar” with the programs as they want people to believe and if you are in the audience you may even be convinced that they do until you acquaint yourself with HUD’s guidelines and regulations.  It appears as long the City Manager and the City Commission can be convinced the money will be used for who and what they deem worthy of it they will buy any sorry explanation.  You can go on almost any City in Broward County website and get a clear understanding of what is going on and how they are using HUD’s money but go to Deerfield Beach’s website and it is like a scavenger hunt trying to find any information and when you do find it is not up to date or correct.  Is that a deliberate attempt to deceive/hide things from the public?
I need to know if anyone cares what’s going on in this City and if not why is that?  Deerfield has a long history of black people or to be politically correct “African Americans”, most of whom are originally Bahamian and now Haitian.  As a result there are lots of people in the community who are related by blood or marriage they have close family roots and connections they are not going anywhere.  Other people who come to the City from West Virginia, New York, and other places across America and outside of Deerfield Beach to collect big salaries off the backs of the people and to further their political careers need to be taught acceptance and should be trained in community affairs before they are allowed to serve.   I hope that those in position of power don’t think that by not helping this section of the City that the people will eventually move out so that they can have a more homogenous Deerfield, people who look like them.   Government employees whether Federal, State or local especially the elected ones are there to serve the people of the community ALL THE PEOPLE that’s why they are called public servants.
This is a call to HUD, Elected Representatives of the Deerfield Beach area, the media and all concerned citizens to do something about the injustices that are going on within the City of Deerfield Beach; make the City Manager and his colleagues responsible and accountable for what is going on.   There should not have to be an election to reach out to the people.

I do know that Senator Allen West ran to the City's side and requested a HUD Audit be conducted on the DBHA, recently.  Maybe he will be the first to act on the citizens and his constituencies behalf and request an audit and investigation of the entire City of Deerfield Beach Operation.  As it has become apparent to many of the residents and taxpayers that something has been and continues to be running afoul up at City Hall and we demand to know what.


I know in April through June I had contacted his office, as well as many other elected officials, regarding having them help shed some light on the situation that was occurring here which led many of the minority residents to assert that their Constitutional rights were being violated, which can be read here, and was basically told that there was nothing Senator West could do to help the Minority Community of District 2, which can be read here.  A couple of weeks later it was news to me to see that he was now helping the City and Chaz Stevens with their witchhunt and what I now believe "red herring" case about the DBHA, in the City's attempt to hide the fact that it had screwed up major with taxpayer and Federal funds to the tune of over 3.9 million dollars ($3,928,753 to be exact in FEMA Federal fund payback).  So basically, the same exact charges of mismanagement and corruption that they are asserting is occurring over at the DBHA, can and should be brought up against the City of Deerfield Beach and it's management staff.  However, Senator West has been reluctant to come to the aid of the residents/voters and his constituency.  I wonder why???

I do know that all of these events from the past few months and even the issues that the employees, well ex-employees, were/are having with the layoffs was communicated via email and telephone to all of the local media outlets, elected officials such as Allen West, Kristin Jacobs, Alcee Hastings,  Marco and Gwyn, along with a slew of many many others and no one has lifted a finger to help us (except US Senator Bill Nelson, who filled our complaint with the Department of Justice, which is still ongoing and can be read here.)  Now over 6 months later and we are here again, begging for help and hoping that some of these elected officials will see the fire through the smoke and initiate a full and thorough investigation into the City of Deerfield Beach and it's management team.  With elections coming up really soon and the nationwide disdain being felt by the electorate towards these elected officials and government in general it will be amazing to see how many incumbents survive the election chopping block.  

Voters are becoming tired of being placated with slogans and single issue champions who spend their entire terms feeding from the tax funded troughs and degrading the public trust one speech, one scandal, and one public disservice at a time. It is time "We the People" demand more of our elected officials and those that seek employment in the public's service.  It is time we put down these banners of Democrat or Republican that only separate us further on issues until we as a whole entire civilized and advanced country get nothing accomplished. Let us begin this transformation into a true democracy, where the best interest of the citizens and residents are taken into account first, right here in Deerfield Beach and demand that our local government is accountable for what it has done and that it becomes responsive to "We the People", instead of just "We the elected few and our buddies".  I urge all concerned citizens to get involved, get informed, and speak out and let your opinions be known.  For far to long "We the people" have set back and watched this City and our Country ignore us, use us, tax us, and then do little to nothing for us, it's time we demand accountability at every level.

Citizens Demand Accountability and an Investigation into the City of Deerfield Beach for the 3.9 Million Dollar 2011 FEMA OIG AUDIT Payback ...

Ok, so I have been reading the other blogs around town and I see on that guys blog is talk about the DBHA. This supposed "Corruption Super-Zero" wants the public to spend all their attention on the DBHA, which is fine and necessary, but with the City of Deerfield Beach possibly intentionally withholding information concerning a FEMA OIG AUDIT resulting in the taxpayers having to foot the bill for City Staff and Commission error and mismanagement to the tune of over 3.9 Million Dollars I think I am more concerned about transparency at City Hall.


Now, as I write this I can see his headlines now saying something to the affect that this is a red herring to avert the "publics" attention from Pam Davis and the DBHA.  Well, the Federal Government under the Office of the Inspector General (OIG) is investigating this thanks to the efforts of Allen West.  


So,  maybe Allen West, Kristin Jacobs, Gwyn Clarke-Reed, Alcee Hastings, Bill Nelson, Marco Rubio, and all other elected officials will come to the aid of the general public and his constituency here in Deerfield Beach and ask for an investigation into the 3.9 Million Dollars that the City of Deerfield Beach, most likely mis-appropriated, at least according to the 2011 FEMA OIG AUDIT, which is available here.


The main thing now I think and this is the main reason I believe that an audit of all of City of Deerfield Beach functions, departments, and staff is needed is because the City Manager along with the Mayor and Commissioners has scared all of us into thinking that the City is broke and facing very hard economic times.  With this slip up of not notifying the public of this possible payback it is only natural for the residents to be concerned with how the City is spending our tax dollars, especially since many of the taxpayers are already facing the very real realities of downsizing, cutbacks, layoffs, pay-cuts, and unemployment which make living in this double dip recession hard enough without having the added increase in financial pressure and strain that will come with the 10% Utility tax.  The residents and voters seem to understand this, which is why so many signed the rescind the utility tax petitions and have rallied with the "Kill the Tax" crowd.  The citizens can feel that something is going on and that the information and reasoning behind this imposition of the 10% Utility Tax is not sound and/or "Fair".  They understand this so well that when they hear the BS train steaming towards us from the DIAS, they get up and walk out of the way (i.e. walk out of the Commission Meetings).  These individuals, including myself, only want one thing and that is comfort in the knowledge that our Commission and City Staff are upfront, honest, and most importantly that if they are going to bleed us dry and rob us blind that the money is spent in a fiscally responsible way that will benefit "ALL" the citizens and not just go paying back for City errors and Staff mistakes, especially when the City Manager sees fit to provide substantial raises and re-classifications in this time of the City's financial crisis.


I for one would like some comfort in knowing that the City has internal controls in place to ensure that these types of mishaps do not occur any further and that our hard earned tax dollars are being spent prudently, wisely, and responsibly.  This type of comfort can only come from a City government that is transparent and responsive to its residents.  At this point in Deerfield Beach history, I think it is safe to say that our City is neither of those things and it`s time that "WE", as residents and taxpayers, demand that our City become those things.  Then and only then can the City of Deerfield Beach actually become a model for other cities to aspire to.


So, this is a call to all residents, visitors, time-sharers, and passer-bys to speak out and speak out loudly so the Mayor, Commissioners, and City Staff can hear us and let them know that we want a municipal government that we can trust and be proud of.  We are willing to work with the City, as the Commission ask, but they have to be open and honest with us.  They have to realize that the citizens are the priority, not the problem.  We foot the bill for their actions and any mis-management, misappropriation, and/or misrepresentations will no longer be tolerated.  We need to call for an immediate audit and investigation into this matter of the FEMA Audit, so those employees and individuals that are truly responsible for this crisis and are still employed with the City are held accountable and are not sitting back collecting fat check$ at the ultimate expense of the taxpayer.  Now that would be fair!!!


To take a phrase from Burgess, Bill and the gang when they refer to adding the utility tax so we do not rely so heavily on property taxes:


There is no need to put the eggs in any of the City's basket(s) when those baskets are being managed by FOXES, salivating at the chance to rob, pillage, and plunder them until "WE" the residents and tax payers have nothing and are left holding the proverbial, well,"Basket/BAG"

City of Deerfield Beach Taxpayers May Be "On the Hook" for Over 3 and Half Million in Penalties to FEMA...


Below is an email and public records request that I sent to the City of Deerfield Beach, regarding an investigation and audit conducted by the United States Office of the Inspector General on the City of Deerfield Beach, which was initiated in 2010 and concluded in January 2011 with the official documents going out in April 2011.  It's an interesting read and I recommend everyone follow the included links and read through those documents as well.  


The findings will shock and amaze you.

I just performed an internet search for Deerfield Beach Audit(s) because I was looking for the 2010 OIG HUD report for the City of Deerfield Beach to find out about the $360,000 (three hundred and sixty thousand dollars) or so in payback to HUD that the City publicized this year and which resulted in the thousands of dollars being spent on Kessler and a highly publicized Kessler Audit result, which ultimately found Sylvia Poitier and others at fault for this $360,000 plus payback to the Federal Government, i.e. HUD.  Which coincidentally, the City is now in a witchhunt along with Chaz Stevens looking into a possible mismanagement over at the Deerfield Beach Housing Authority.  (*Now isn't that the pot calling the kettle...) 
So it was totally surprising to see this FEMA OIG audit result from an investigation initiated in 2010, about the same time as the HUD audit,  because I had no clue and I didn't remember seeing any articles in the Sun-Sentinel or Observer which informed the residents and citizens that such an investigation into our City was even being conducted by FEMA.  (Don't get me wrong I know that I don't read everything in those media publications so I am fully aware that I may have missed those informative articles.)  But, I do remember a highly publicized and quoted Kessler Audit report results from the City Manager, Burgess Hanson and Bill Ganz along with all of the Commissioners and media outlets. 
Anyway,  it was shocking to me to learn that FEMA, after performing this investigative audit, determined that the City of Deerfield Beach may be responsible to FEMA for a payback ($3,928,753) over 10 (ten) times the amount of that which it had/has to pay to HUD ($395,298 penalty) because The City accounted for FEMA funds on a project-by-project basis according to federal regulations for large projects. However, the City’s claim included $3,928,753 of costs that were ineligible.  Both amounts would if paid back would obviously be the financial obligation of the City of Deerfield Beach's, to take the words from the Lisa Zahner article in the VeroBeach32963.com report from July 7, 2011
 "... taxpayers – not the employees who messed up the reimbursement paperwork – might be on the hook ".
 So, FEMA reviewed costs totaling $13.5 million claimed under 11 large projects from the period of October 24,2005 to May 11, 2010. During this period, the City received $13.5 million of FEMA funds under the projects reviewed. At the time of our audit, all large projects were completed and the City had submitted final expenditures on those projects to FDEM.   
So again, just to reiterate, it is shocking to discover that this un- or underpublicized FEMA Audit of the City of Deerfield Beach resulted in a finding of over 10 times the dollar amount ($3,928,753) in City responsible Federal Funds Payback than the OIG HUD payback ($395,298 penalty) 
So, my first question to all of you is:
Is this payback part of the real reason  the City of Deerfield Beach is imposing this Utility Tax and why the Commissioners and City Manager w/ Staff is trying so desperately to discredit the obvious "will" of the people, as shown by the amount of residents that signed the petition to rescind the utility tax?
*Please note:  Many of the signatures from the petition drive that the City is determined to have thrown out by the BCSOE and basically disenfranchising the voters is because the signature and address appear, but the voter precinct number was not input.  Please see the correspondence submitted to the SOE by the City of Deerfield Beach Clerk, Ada Graham-Johnson. 
The way I see it, no matter what any City official or SOE states, the will of the people was clearly demonstrated and illustrated with the number of registered voters that took the time to voice their opinion by signing the petition.  It is a shame that the City of Deerfield Beach is working doubly hard just to ignore and have the will of the people averted for their own selfish gain.
Also, would it be prudent to ask which of you, except maybe Commissioner Ben Preston, knew of this since January 20, 2011 as reported in the "Discussion with Management and Audit Follow-Up" Section of the OIG FEMA Audit of Deerfield Beach, which can be read here. (If you missed the earlier link, of course.) 
Oh by the way, there is rumor abound about laid-off employee lawsuit paybacks, which could put the City and ultimately the taxpayers on the line for a more substantial amount of money in the near future or the recent past.  This next part you can consider my official request for public records under the Great State of Florida's Sunshine Law... 
-Can you please provide the the City's "action taken or planned to take" documentation and/or information that it supplied to the OIG FEMA Audit, as requested by the Inspector General by July 12, 2011.  (This would be the documents and information requested on page 6 of the report.) 
-Can you please provide a list of current and past lawsuits that the City of Deerfield Beach is and has been as the "Defendant/respondent" with in the past 2 years.  Please include the outcomes and notification if still pending.  I also understand that the outcome and current status updates of litigation(s) currently in-progress can be considered under Attorney-Client and therefore, not subject to Florida's Sunshine Law.
Also, can you please provide the General Public with an explanation as to why this information was not publicized by the City of Deerfield Beach on it's website because transparency in a town which has had three major public corruption scandals within 5 years should be of the utmost important to all elected and public officials, especially in Deerfield Beach.  It is time to restore the public trust (which right now is at an all time low all over the country especially here in Deerfield Beach) and you can begin this by being upfront and honest with the residents and stop lying to us then spinning and withholding the whole truth. 
It is within that spirit of the public trust that I humbly ask and request that a full audit be performed of all City functions and resolution be passed to allow the public to engage in open discussion with the Commission at all "public meetings" as defined under the Sunshine Law.  Our City Charter does not prohibit the public from speaking and the rules established for public meetings under CODB resolution 2007/052 definitely do not limit or ban any content of an individuals comments beyond the time-frame and it makes the exception of slanderous and profane comments made towards the individuals on the DAIS.  So, please consider this request and make "public meetings" in Deerfield Beach, just that "PUBLIC", and open up the floor with the legally prescribed limits as outlined in resolution 2007/052.

Must have no conscience and be able to kiss a$$ to secure position and ensure promotions, raises, and benefits for all upper management staff, all without a probationary review or review being performed and properly documented in employee files.

Must be able to effectively convince top union members to screw over loyal, dedicated, and hardworking employees.  Can use any means necessary including but not limited to offering retirement options for those that have not reached the legal retirement age and pay out credits for time worked not actually earned.  

(Don’t worry about the logistics of the “means” the City Commission, via recommendation by the City Manager, will amend the City Charter to accomplish this.)

You will begin your employment with the City with a bank of thirty (30) days accrued sick leave and you will begin earning vacation at the rate of twenty (20) days per year both to reflect your long-term tenure as a professional public service department head.

Also, I apologize to all of those non-uniformed employees who got screwed by the negotiation tactics of IUPAT under Joe Metts, Wayne Adams and others (who the majority of which were allowed to retire this year, some at 44 and below.)

Hopefully, the non-uniformed employees will wise up and select better representation that can't be bought and bossed.

Chaz Stevens Continues to Spew B.S. for City of Deerfield Beach Officials in Futile Attempts to Discredit Citizens

Well, apparently I have made the City's radar again and they processed a request through Chaz Stevens to run afoul of any citizen trying to ensure that we have a transparent City government.  According to Chaz in a recent post entilted, "PedoCody" I am lying about submitting a public records request to the city questioning the pay raises.


So to Chaz and you City folks what is this??? (see below)

Good Morning,

Oh, is that the right question?  


Citizens don't work for the City, so if we don't know the specific report title, file name or list, why does the City consistently hold us to the standard of knowing it.  Yes, that is right!  See the above question, which to any normal person would know what we are requesting, the City will probably want you to know the file name oreport name to fulfill this request.


I have an opinion on that and that is because they don't want us to have the information, even though the law compels them to be forthcoming with it.  It's ashame that the law has to compel our government to be responsive and accountable to the residents and citizens that they have sworn to protect.


 Anyway, just in case you don't believe this was sent I had also forwarded this to my Commissioner, Ben Preston.

*This public records request went directly to the man who authorized the pay raises, Burgess Hanson, and an elected official, District 2 City Commissioner Ben Preston, so for the City (Ada Graham, City Clerk) to say that "NO" request was submitted is ludicrous and I am not talking about the rapper.

So, somebody is continuously lying and obviously it's not me because a request was sent to two (not just one, but two) high ranking City officials regarding this matter and neither has responded and apparently the City Manager never forwarded the request or answedown to Ada,  since he himself seems to be unresponsive to residents request even though they continuously tell residents to contact them and that they always respond.  Well, I haven't gotten a response from either.  

So, basically when Chaz opens his mouth, just like the Commissioners, all that spews out is brain farts because it's always B.S and I for one am very tired of it.

So, with that I am including these emails with my complaint to the SAO and the Broward Inspector General so that someone can look into the City for the same mis-management that Chaz and the Mayor is saying occured at the DBHA.  Between the two, CODB and DBHA I don't know which situation is worse.  

I do know I receive all the information and more that I request from the DBHA.  The City, well not so much.

I have seen the blatant lying and spinning of information that the City has done and then has it's acolytes:

Sally Potter (if you hadn't read the latest Observer or heard her speak at Commission meetings) who I personally adore and even celebrate her being on the DBHA Commission, 

Joan Maurice aka Ganz Gremlin, well need I really say more-this woman thinks it's none of the residents business to question how the City spends our money (a sentiment she openly stated at the Sept 20, 2011 City Commission Meeting).  



Chaz Stevens aka "The Genius"- Well, if you read any of the 29 out of 214 post related to him on this blog then you already know his story, so there is not much more truth that can be put out there about him.  No matter how he spins the story, court records don't lie but obviously he and his pals at the City do.



There are many others out there and one of these days I will go to JB's during Happy Hour to see who they are, pictures WILL follow...

So, with all that said all that is left to say is:

The residents are not stupid and the residents are tired of being dicked around by Chaz Stevens, the City Commissioners, and the City Staff and so they in an uproar and walk out of City Commission Meetings, not because they don't understand or don't have the facts.  Just the opposite they have the facts and do truly understand and are fed up of being consistently lied to, cheated, blamed, lambasted, and then ignored by the very people we go to the polls to elect.  

We are outraged!!!  We are appalled at the behaviour of our Commissioners and that hatred has spilled over out into the general audience as they learn and become aware of "truths", not just rumor, conjecture, and spin, as it comes from the City and its people. 

If you pay close attention you will notice that it is only a reflection of the attitude and contention of our elected officials for everyone except themselves and the few acolytes, gremlins, cronies, and neophytes that march with them reaping the benefits of this gross mismanagement of our once fair City.

With each meeting a new person and a new group awakens to the truth so many of us have already seen and mention at the meetings.  I once "thanked" the City Manager and Commissioners for doing what they are doing because even early on I knew that people would see the hypocrisy and mis-dealings and revolt and many have and many more to come.  The City, well the residents are working together, unfortunately, we have been forced to work against the City Commissioners and City Staff, so that we the residents can take back control from these Oligarchs and bring democracy back to Deerfield Beach before they morally, financially, and physically bankrupt our once fair City.

BTW,  Chaz- John Grassi clue was never lost, he even used it to find the "Answer", which is to call for a full investigation into the City of Deerfield Beach City Management and City Clerks Office, he unfortunately left out Peggy and Crew, but for now that will bring some respite to the residents once the City Manager and Staff are held accountable to the residents that they continuously attempt to maneuver around and screw out of tax dollars.
